Nov 29 (Reuters) - Perkins Coie partner Robert Bauer, who was general counsel to President Barack Obama's re-election campaign, will return to New York University School of Law as a teacher. His spring 2013 seminar will focus on the future of political reform. Bauer continues to serve as general counsel to the Democratic National Committee.

Sidley Austin has a new partner in its Washington office. William McConagha joins the firm's regulatory practices dealing with food, drug and medical devices. He was most recently with the U.S. Food and Drug Administration, where he acted as the health policy adviser to the chairs of the U.S. Senate health, education, labor and pensions committees.

Skadden, Arps, Slate, Meagher & Flom has hired James Brelsford, the chief legal officer and senior vice president of IP licensing at SanDisk Corporation, as of counsel in its office in Palo Alto, California. He starts in early 2013.

J. Alexandra Rhim has left Buchalter Nemer to join Dykema in Los Angeles as senior counsel in the firm's bankruptcy practice group.

Seyfarth Shaw has hired two new labor and employment attorneys in San Francisco. Charles Thompson will be partner and Nicole Bolson joins as senior counsel, both coming from Lewis Brisbois Bisgaard & Smith, where Thompson was a vice chair in the firm's labor and employment practice.

Jeffrey Finn has joined Katten Muchin Rosenman as head of its West Coast patent practice. He comes to the firm from Sidley Austin and will be based in the Century City, California, office. Also at Katten, environmental attorney Matt Paulson has joined as partner in Austin, Texas, after leaving Baker Botts.

In Philadelphia, Nelson Levine de Luca & Hamilton has added two partners. Louis Kozloff joins the firm's insurance coverage practice from Harleysville Insurance, where he was chief litigation counsel and associate general counsel. Matthew Vuolo, who joins the institutional litigation and consulting practice, was previously corporate counsel at U.S. Business Law at MetLife.

Glen Trudel is now partner in Ballard Spahr's Delaware office. He was most recently with Connolly Bove Lodge & Hutz and focuses on financial services and banking regulatory matters.

Commercial litigator Stacie Tobin has left DLA Piper to become partner in Venable's Baltimore office.

Smith, Gambrell & Russell has merged with Hartman & Craven. Keeping the same name, it will be based in Atlanta.
